RST issue
probed the reset signal, found no toggling.
re-soldered the rst cable at the gateway device

started working for erasing, flashing and debugging

Two debuggers (s/n 611, 426) - not detecting in mplab

Power LED not glowing with USB plugged
Target activity LED (bicolour) flashing

checked the debugger cable
probed the circuit points in the debugger PCB

checked with Device manager. screen refreshing during USB cable plugging in/removal
checked with Wireshark - Activity noticed. same in all three debuggers
decided to upgrade the fw => https://support.microchip.com/s/article/Atmel-ICE-forced-firmware-update

Now both debuggers are working
